Gender-marker and name-update basics
A gender-identity name change is a name change: you need a legal document, then each agency updates its record. In California, a name change to match gender identity, or one filed with a gender-recognition request, does not require newspaper publication. Marker rules on a license or passport are set by each agency, separate from the name.

Steps
- Decide whether you are changing a name, a marker, or both. The gender-recognition guide says a name change needs a court order. You can ask for the name and the gender recognition together, or ask only for a name change to match gender identity.
- Read the courts' gender-recognition guide. Read the courts' gender-recognition guide for which petition applies (https://selfhelp.courts.ca.gov/gender-recognition). The form pages are NC-200 and NC-100.
- Skip publication only when the courts' page says you can. The California Courts name-change overview states that exception. Other adult petitions still publish. See publication.
- Update each agency with the document you received. Social Security: Social Security name-change page. Passport: State Department passport name-change page. California DMV: DMV. Marker rules for Social Security and passports are set by each agency and have changed recently. Check their current page before you apply.
